Briefing Series

The Center for Progressive Regulation has conducted two congressional briefings in 2003, with more planned for later in the year.

The first CPR Congressional Briefing was March 14, 2003 in the Dirksen Senate Office Building. "OMB's Backdoor War on Regulation" featured CPR President Thomas McGarity, Professor of Law, University of Texas; CPR Vice President Lisa Heinzerling, Professor of Law, Georgetown University; and CPR board member Sidney A. Shapiro, Professor of Law, University of Kansas. Speakers discussed the role of the Office of Management and Budget (OMB) in rolling back regulation; debunked some of the technical "tricks" OMB uses to devalue health, safety, and environmental protections; and analyzed OMB's new proposed guidelines for cost-benefit analysis and the likelihood that they will hasten the federal retreat from environmental, worker safety, and consumer regulation.

The second CPR Congressional briefing was April 25, 2003 in the Rayburn House Office Building. "Democracy Dies Behind Closed Doors: The Homeland Security Act and Government Secrecy Initiatives" featured three leading scholars on environmental, health and safety regulation: CPR President Thomas McGarity; Rena Steinzor, Professor of Law at University of Maryland; and David Vladeck, Associate Professor of Law at Georgetown University. All are scholars affiliated with the Center for Progressive Regulation. Their topic: the use of government secrecy, and its negative effect on the accountability of government and business.

The CPR Briefing Series is open to congressional staff and credentialed media. Future briefing topics and dates will be announced shortly.
