 Regulatory SabotageRegulatory Tools Misused; Subverting Protections for Health, Safety and the Environment
Many of the approaches used by industry opponents of vigorous health, safety and environmental regulations rest on efforts to distort the tools of regulation. So, for example, cost-benefit analysis – a reasonable sounding approach to deciding whether a regulation earns its economic keep – has been given a built-in anti-protective disposition. Regulations that would save lives and protect people’s health are rejected or watered down not because they are not protective, but because the particular advantages they offer have been diluted by deceptive statistical techniques, and because some of the benefits they offer are either discounted or not considered.
